In great condition, appears to be from the 80s or 90s, made in the USA, dramatic puff sleeves, and metallic contrast fabric at the top black velvet bottom. Has panels so into the skirt to create a flare at the bottom, fully lined with boning in top. Need to be worn on or off the shoulder size 4.
