Has the look of Mohair, similar in look as Steiff Plush, but is not marked.
I therefore, do not know material or maker.
Slight bend in neck.
Reminds me of the mid century modern look of toys from the 60’s.
Perfect for vintage baby/reborn doll nursery decor.
It does have a light musty smell which may be more noticeable after unboxing being closed in box with no ventilation.
