I believe this was an ID bracelet. Camp Wheeler in Georgia was a large U.S. Army training base near Macon, active during both World Wars (1917-1919 and 1940-1946) for training National Guard, mobilization, and infantry replacement, housing over 200,000 troops and training them in basic and advanced skills before the land became the Ocmulgee East Industrial Park.
