This is described as a "kyōkun chawan" or precept (lesson) tea cup.
A type of Japanese tea cup designed to illustrate the Confucian teaching of hara hachi bun me, meaning "eat until you are 80 percent full."
The liquid drains out of the bases hole if "overfilled" above the 80% mark teaching physically, Confucian's lesson to not overeat.
